California Assembly Speaker Karen Bass and other assembly leaders joined Los Angeles Mayor Antonio Villaraigosa in Los Angeles on Tuesday to push a bill that would help homeowners avoid foreclosure. The Monitored Mortgage Workout Program would force banks to meet with borrowers and a state-appointed mediator before foreclosing homes.
